武漢市自然資源和規(guī)劃信息中心(市地理信息中心、市自然資源和規(guī)劃?rùn)n案館，以下簡(jiǎn)稱中心)，是武漢市自然資源和規(guī)劃局正處級(jí)事業(yè)單位，致力于自然資源和規(guī)劃信息化以及智慧城市的建設(shè)與研究工作，擁有測(cè)繪甲級(jí)、土地規(guī)劃乙級(jí)等資質(zhì)。中心擁有地理信息系統(tǒng)、測(cè)繪、土地管理、城鄉(xiāng)規(guī)劃等各類專業(yè)技術(shù)人才150余名，其中博士、碩士近80名，中、高級(jí)以上技術(shù)職稱近120名；先后有8人獲得國(guó)務(wù)院特殊津貼、自然資源部科技領(lǐng)軍人才、省突出貢獻(xiàn)人才及市級(jí)專家。

中心為自然資源部城市仿真重點(diǎn)實(shí)驗(yàn)室依托單位、自然資源部科技創(chuàng)新團(tuán)隊(duì)、自然資源部國(guó)土空間大數(shù)據(jù)工程技術(shù)創(chuàng)新中心武漢分中心和中國(guó)城市規(guī)劃協(xié)會(huì)信息管理工作委員會(huì)依托單位，與國(guó)內(nèi)外多家知名院校建立了長(zhǎng)期的技術(shù)合作、學(xué)術(shù)交流關(guān)系。

2020年12月，經(jīng)國(guó)家人力資源和社會(huì)保障部、全國(guó)博士后管理委員會(huì)批準(zhǔn)，中心設(shè)立博士后科研工作站，并由資深專家構(gòu)成學(xué)術(shù)委員會(huì)和顧問導(dǎo)師團(tuán)。

一、根據(jù)工作站方向需求，計(jì)劃招聘6-8名。

二、具有良好的政治素質(zhì)和道德修養(yǎng)，遵紀(jì)守法；

已在國(guó)內(nèi)、外獲得博士學(xué)位，或半年內(nèi)即將獲得博士學(xué)位的應(yīng)屆博士研究生；

品學(xué)皆優(yōu)，身體健康，年齡一般不超過35歲（在本站相關(guān)研究領(lǐng)域取得省級(jí)以上科研成果或者在相關(guān)部門從事過相關(guān)工作且優(yōu)秀者，可適當(dāng)放寬年齡限制）；

具備全脫產(chǎn)在站從事博士后研究的條件；

具有強(qiáng)烈的科學(xué)研究興趣和良好的專業(yè)素質(zhì)，富有創(chuàng)新性和獨(dú)立思考精神，有獨(dú)立從事科研工作能力和外文聽說讀寫能力（外籍博士需具備良好的中文聽、說、讀、寫能力）。

三、在站工作時(shí)間原則上為2年，根據(jù)項(xiàng)目需要可延長(zhǎng)至4年。

（一）信息工程方向（1人）

智能化電子政務(wù)系統(tǒng)技術(shù)架構(gòu)與關(guān)鍵技術(shù)研究；

知識(shí)圖譜、生成式人工智能技術(shù)在自然資源和城鄉(xiāng)建設(shè)管理中的研究與應(yīng)用。

所需專業(yè)：軟件開發(fā)、計(jì)算機(jī)科學(xué)技術(shù)、數(shù)據(jù)科學(xué)等相關(guān)專業(yè)（需有一定工程開發(fā)能力或經(jīng)驗(yàn)）。

（二）地理信息方向（1-2人）

數(shù)字公共基礎(chǔ)設(shè)施或數(shù)字孿生空間底座建設(shè)關(guān)鍵技術(shù)研究；

測(cè)繪地理信息關(guān)鍵技術(shù)創(chuàng)新與應(yīng)用；

基于地理計(jì)算的空間感知與評(píng)估診斷技術(shù)研究；

基于生成式人工智能的地理信息響應(yīng)與空間計(jì)算。

所需專業(yè)：地理信息系統(tǒng)、遙感信息工程、測(cè)繪、計(jì)算機(jī)科學(xué)技術(shù)及相關(guān)專業(yè)。

（三）智慧規(guī)劃和規(guī)建管全周期數(shù)字化管理方向（2-3人）

國(guó)土空間數(shù)字化治理理論與關(guān)鍵技術(shù)研究；

智慧規(guī)劃技術(shù)研究與方法應(yīng)用；

規(guī)劃實(shí)施全周期監(jiān)測(cè)網(wǎng)絡(luò)技術(shù)研究；

BIM/CIM及智能建造技術(shù)在智慧城市空間治理中的應(yīng)用研究。

所需專業(yè)：城市規(guī)劃與設(shè)計(jì)、城鄉(xiāng)規(guī)劃學(xué)、城市地理、自然資源管理及相關(guān)專業(yè)。

（四）自然資源數(shù)字化管理方向（1-2人）

自然資源調(diào)查監(jiān)測(cè)數(shù)字化體系構(gòu)建與方法研究；

自然資源利用與管理智慧方法研究與應(yīng)用；

自然資源價(jià)值估算與測(cè)度研究；

自然資源利用全周期數(shù)字化方法研究。

所需專業(yè)：自然資源管理、人文地理與城鄉(xiāng)規(guī)劃、經(jīng)濟(jì)地理學(xué)及相關(guān)專業(yè)

四、中心為博士后研究人員提供優(yōu)厚的科研及生活條件，實(shí)際待遇約35-50萬/年（由月薪（含社保、公積金）和科研獎(jiǎng)勵(lì)績(jī)效構(gòu)成）。同時(shí)，博士后申請(qǐng)并獲批準(zhǔn)后，有機(jī)會(huì)享有武漢市人社局資助的每月3000元博士后津貼及出站后20萬元的安家補(bǔ)助等一系列優(yōu)惠政策（具體參見《武漢市博士后管理工作實(shí)施辦法》）。

To further deepen scientific and technological innovation, accelerate the digitization of territorial space governance, the construction of smart cities, and the modernization of governance of mega-cities, and strengthen the development of high-level talents in the field of information technology, we are now publicly recruiting research personnel for postdoctoral workstations from both domestic and international sources. The relevant details are announced as follows:

1.Introduction to the Workstation

Wuhan Municipal Information Center of Natural Resources and Planning (referred to as the Center), including the Wuhan Geographic Information Center and the Wuhan Natural Resources and Planning Archives, is a public institution under the Wuhan Municipal Bureau of Natural Resources and Planning. The Center is dedicated to the construction and research of natural resources and planning informationization, as well as the development of smart cities.It holds qualifications such as Class A in surveying and Class B in land planning. The Center has more than 150 professionals in various fields, including geographic information systems, surveying and mapping, land management, urban and rural planning, and so on. Among them, there are nearly 80 individuals with doctoral or master's degrees, as well as nearly 120 individuals with intermediate or senior technical titles. Eight individuals have been awarded special allowances by the State Council, or recognized as leading talents in science and technology by the Ministry of Natural Resources, or honored as outstanding contributors at the provincial and municipal levels.

The Center serves as the supporting unit for the Key Laboratory of City Simulation under the Ministry of Natural Resources, the innovation team of the Ministry of Natural Resources, the Wuhan Branch of the Territorial Spatial Big Data Engineering Technology Innovation Center of the Ministry of Natural Resources, and the supporting unit for the Information Management Working Committee of the China Urban Planning Association. It has established long-term technical cooperation and academic exchange relationships with renowned domestic and international institutions.

In December 2020, with the approval of the Ministry of Human Resources and Social Security and the National Postdoctoral Management Committee, the Center established a postdoctoral research workstation. It is supported by an academic committee and a team of advisor mentors composed of senior experts.

2.Number of Recruitment

According to the requirements of the workstation, we plan to recruit 6-8 individuals.

3.Eligibility Criteria

Applicants must meet the following requirements:

Possess good political integrity and moral character, and abide by laws and regulations.

Hold a doctoral degree obtained domestically or internationally, or be expected to obtain a doctoral degree within six months.

Demonstrate outstanding academic performance, good physical health, and generally be under the age of 35 (the age limit may be appropriately relaxed for individuals who have achieved research achievements at the provincial level or above in the relevant research field or have relevant work experience in related departments and have demonstrated excellence).

Have the conditions to engage in full-time postdoctoral research at the workstation.

Have a strong interest in scientific research and possess good professional qualities. Demonstrate innovation, independent thinking, and the ability to independently conduct research. Possess proficiency in listening, speaking, reading, and writing skills in a foreign language (foreign applicants should also have good proficiency in listening, speaking, reading, and writing in Chinese)

4.Postdoctoral work at the station

The duration of work at the workstation is generally 2 years, furthermore, it could be extended to 4 years based on project needs.

Research on the Technological Architecture and Key Technologies of Intelligent Electronic Government Systems.

Research and application of knowledge graph and generative artificial intelligence technologies in the management of natural resources and urban-rural construction.

Relevant Majors:Software  Development, Computer Science and Technology, Data Science,and other related majors (with engineering development capabilities or experience).

02.Geographic Information Direction
(1-2 people)

Research on key technologies for digital public infrastructure or digital twin space infrastructure construction.

Innovation and application of surveying and geographic information key technologies.

Research on Spatial Perception, Assessment, and Diagnostic Technologies Based on Geographic Computation.

Geographic Information Response and Spatial Computation Based on Generative Artificial Intelligence.

 Relevant Majors:Geographic Information Systems, Remote Sensing Information Engineering, Surveying, Computer Science and Technology, and other related majors.

03.Smart Planning and Full Life Cycle Digital Management Direction (2-3 people)

Research on the theory and key technologies of digital governance of land space.

Research and Application of Smart Planning Technologies and Methods

Research on Network Technologies for Full-Cycle Monitoring of Planning Implementation

Application Research of BIM/CIM and Intelligent Construction Technology in Smart Urban Spatial Governance.

 Relevant Majors:Urban Planning and Design, Urban and Rural Planning, Urban Geography, Natural Resource Management, and other related majors.

04.Direction of Digital Management of Natural Resources (1-2 people)

Research on the Construction and Methodology of Digital Systems for Natural Resources Survey and Monitoring.

Research and Application of Smart Methods for Natural Resource Utilization and Management.

Research on the Estimation and Measurement of Natural Resource Value.

Research on digital methods for the full life cycle of natural resource utilization.

Relevant Majors:Natural Resource Management, Human Geography and Urban-Rural Planning, Economic Geography, and other related majors. 

6.Salary and Benefits

The workstation provides generous research and living conditions for postdoctoral researchers. The actual salary ranges from approximately 350,000 to 500,000 CNY per year, which includes monthly salary (including social insurance and housing fund) and research performance-based bonuses. Additionally, postdoctoral researchers who apply for and are approved for funding by the Wuhan Municipal Bureau of Human Resources and Social Security have the opportunity to receive a monthly stipend of 3,000 CNY and a resettlement allowance of 200,000 CNY after completing the postdoctoral program. These benefits are part of a series of preferential policies (for specific details, please refer to the "Implementation Measures for the Management of Postdoctoral Researchers in Wuhan City").
