中國科學(xué)院數(shù)學(xué)與系統(tǒng)科學(xué)研究院成立于1998年12月，由中國科學(xué)院數(shù)學(xué)研究所、應(yīng)用數(shù)學(xué)研究所、系統(tǒng)科學(xué)研究所、計算數(shù)學(xué)與科學(xué)工程計算研究所融合而成，歷史可以追溯到1952年7月1日成立的中國科學(xué)院數(shù)學(xué)研究所，首任所長為著名數(shù)學(xué)家華羅庚先生。數(shù)學(xué)與系統(tǒng)科學(xué)研究院首任院長是楊樂院士，繼任院長是郭雷院士，第三任學(xué)術(shù)院長為席南華院士、執(zhí)行院長為王躍飛研究員，第四任院長是席南華院士，現(xiàn)任院長是張平院士。

數(shù)學(xué)院是一個綜合性的國立學(xué)術(shù)研究機構(gòu)，覆蓋了數(shù)學(xué)與系統(tǒng)科學(xué)的主要研究方向。目前，數(shù)學(xué)院除了下屬的四個研究所以外，還有三個中科院研究中心，分別為中科院國家數(shù)學(xué)與交叉科學(xué)中心、中科院晨興數(shù)學(xué)中心和中科院預(yù)測科學(xué)研究中心。此外，還有我國數(shù)學(xué)領(lǐng)域唯一一個國家重點實驗室——科學(xué)與工程計算國家重點實驗室，及五個中科院重點實驗室，分別為中科院管理決策與信息系統(tǒng)重點實驗室、中科院系統(tǒng)控制重點實驗室、中科院數(shù)學(xué)機械化重點實驗室，中科院華羅庚數(shù)學(xué)重點實驗室、中科院隨機復(fù)雜結(jié)構(gòu)與數(shù)據(jù)科學(xué)重點實驗室等。詳見http://www.amss.ac.cn。

一、項目概況

優(yōu)秀青年科學(xué)基金項目（海外）旨在吸引和鼓勵在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強國建設(shè)貢獻力量。

二、申請條件

1.優(yōu)秀青年科學(xué)基金項目（海外）的申請人應(yīng)當(dāng)具備以下條件：

（1）遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時代科學(xué)家精神；

（2）出生日期在1983年1月1日（含）以后；

（3）具有博士學(xué)位；

（4）研究方向主要為數(shù)學(xué)及相關(guān)領(lǐng)域；

（5）在取得博士學(xué)位后至2023年3月15日前，一般應(yīng)在海外高校、科研機構(gòu)、企業(yè)研發(fā)機構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求；

（6）取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

（7）申請人尚未全職回國（來華）工作，或者2022年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作或在海外無工作，全職回國（來華）工作不少于3年。

2.限項要求

執(zhí)行中央有關(guān)部門關(guān)于國家科技人才計劃統(tǒng)籌銜接的要求。同層次國家科技人才計劃只能承擔(dān)一項，不能逆層次申請。

三、支持措施

1、執(zhí)行高層次人才年薪制

2、按照國家和中科院的政策給予科研經(jīng)費200-600萬元

3、給予安家費100萬元及其他相關(guān)配套支持

4、提供人才公寓或享受人才周轉(zhuǎn)用房租金補貼

5、協(xié)助解決子女入托、入學(xué)

About AMSS 

　　Academy of Mathematics and Systems Science of Chinese Academy of Sciences (AMSS) is a top research center of mathematics and systems science in China, dedicated to the highest level research in pure mathematics, applied mathematics, and applications of mathematics. Currently, AMSS has 260 faculty members, including 16 CAS Academicians, 1 CAE Academician, and 47 recipients of the National Science Fund for Distinguished Young Scholars. 　　AMSS invites young scholars working in all areas of mathematics to apply for National Science Fund for Excellent Young Scholars (Overseas) through AMSS.  

　　Requirement for Applicants from NSFC 

　　(1) Abide by the laws of the People’s Republic of China and have good scientific ethics. 

　　(2) Born on or after January 1, 1983. 

　　(3) Have a PhD degree in mathematics or related areas. 

　　(4) Have more than 36 months working experience at oversea universities or academic research institutions before March 15, 2023. For those who have obtained a PhD degree overseas and have outstanding research records, the limitation of work experience can be relaxed. 

　　(5) Have strong research record and the potential of becoming an academic leader. 

　　(6) The applicant should have not yet returned to China on a full-time working basis, or returned to China after January 1, 2022. If the fund is approved, the recipient need to work at AMSS full-time for at least 3 years.
