一、項(xiàng)目簡(jiǎn)介

優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國(guó)（來(lái)華）工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。

二、支持條件

蘇州大學(xué)誠(chéng)邀海外英才依托我校申報(bào)2024年度海外優(yōu)青，對(duì)入選者，學(xué)校將提供全方位、多樣化的支持條件。

（一）學(xué)校支持

1.崗位及待遇

①聘任崗位：特聘教授，事業(yè)編制，博士生導(dǎo)師。

②專業(yè)技術(shù)職務(wù)：直接聘為教授職務(wù)。

③薪酬待遇：首聘期稅前基礎(chǔ)年薪80萬(wàn)元起+績(jī)效獎(jiǎng)勵(lì)（通常2-20萬(wàn)元不等），上不封頂。特別優(yōu)秀者一人一議。

④安家（個(gè)人）補(bǔ)貼：不低于500萬(wàn)元（含國(guó)家、地方配套補(bǔ)貼）+兩年免費(fèi)周轉(zhuǎn)公寓+入職差旅補(bǔ)貼。

⑤科研經(jīng)費(fèi)：基金委資助100-300萬(wàn)元，學(xué)校按1:1比例配套（其中，實(shí)驗(yàn)類理科、工科、醫(yī)科直接給予300萬(wàn)元配套）。此外，可根據(jù)工作需要，由學(xué)校另行提供大型儀器設(shè)備費(fèi)。

●依托我校蘇州醫(yī)學(xué)院申報(bào)并入選者，蘇州醫(yī)學(xué)院將提供疊加支持，其中安家（個(gè)人）補(bǔ)貼增加50萬(wàn)元，學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)增加100萬(wàn)元。

●依托我校附屬醫(yī)院（蘇州大學(xué)附屬第一醫(yī)院、蘇州大學(xué)附屬第二醫(yī)院、蘇州大學(xué)附屬兒童醫(yī)院、蘇州大學(xué)附屬第四醫(yī)院）申報(bào)并入選者，附屬醫(yī)院將提供：稅前年薪100萬(wàn)元起，安家（個(gè)人）補(bǔ)貼不低于600萬(wàn)元（含國(guó)家、地方配套補(bǔ)貼），學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)500萬(wàn)元。

2.工作條件

①實(shí)驗(yàn)空間：提供不低于150平的辦公及實(shí)驗(yàn)室用房。

②團(tuán)隊(duì)建設(shè)：學(xué)校全力支持組建創(chuàng)新團(tuán)隊(duì)，優(yōu)先支持招聘青年教師、博士后及專職科研人員。其中博士后招收人數(shù)不限。

③招生指標(biāo)：研究生招生指標(biāo)予以政策性傾斜，學(xué)校層面保證每年1個(gè)博士生名額及不低于2個(gè)碩士生名額。學(xué)院層面根據(jù)實(shí)際名額可另行支持。

3.生活保障

①過(guò)渡住房：學(xué)校提供全裝修的過(guò)渡性人才公寓，拎包入住。如不住學(xué)校過(guò)渡房，學(xué)校將發(fā)放為期24個(gè)月的租房補(bǔ)貼，另可申請(qǐng)?zhí)K州市樂(lè)居租房貼，租房補(bǔ)貼最高可達(dá)6000元/月。

②家庭保障：解決家屬工作和子女入學(xué)；除享受校內(nèi)幼兒園、蘇大實(shí)驗(yàn)學(xué)校（小學(xué)、初中）等優(yōu)質(zhì)教育資源外，全市范圍協(xié)調(diào)解決子女優(yōu)質(zhì)中小學(xué)入學(xué)需求。

③醫(yī)療服務(wù)：學(xué)校4所直屬附屬醫(yī)院提供優(yōu)質(zhì)醫(yī)療服務(wù)，其中附一院在“中國(guó)醫(yī)院競(jìng)爭(zhēng)力排行榜”連續(xù)十年蟬聯(lián)全國(guó)地級(jí)城市醫(yī)院榜單榜首，在2022年中國(guó)頂級(jí)醫(yī)院排行榜中名列第32位。

*特別說(shuō)明：對(duì)于進(jìn)入會(huì)評(píng)階段但未入選人員，經(jīng)學(xué)校評(píng)估通過(guò)后，可聘為我校特聘教授精英人才（教授，博士生導(dǎo)師，事業(yè)編制），提供具有競(jìng)爭(zhēng)力的薪酬待遇。

（二）地方支持

優(yōu)先支持申報(bào)各類人才項(xiàng)目，入選者根據(jù)相關(guān)規(guī)定享受疊加待遇。

三、申請(qǐng)條件

（一）申請(qǐng)者應(yīng)具備以下條件：

1.遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神；

2.出生日期在1984年1月1日（含）以后；

3.具有博士學(xué)位；

4.研究方向主要為自然科學(xué)、工程技術(shù)等；

5.在取得博士學(xué)位后至2024年4月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求；

6.取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

7.申請(qǐng)人尚未全職回國(guó)（來(lái)華）工作，或者2023年1月1日以后回國(guó)（來(lái)華）工作。獲資助通知后須辭去海外工作并全職回國(guó)（來(lái)華）工作不少于3年。

（二）限項(xiàng)要求

執(zhí)行國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國(guó)家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

Invitation to apply for 2024 NSFC Excellent Young Scholars Fund (Overseas) in the Name of Soochow University

Part 1. About the Project

The Excellent Young Scholars Fund (Overseas) of the National Natural Science Foundation of China (NSFC) aims to attract and encourage outstanding overseas young scholars (including non-Chinese foreign talents) who have achieved notable results in Natural Sciences, Engineering Technology, etc. to return or come to China to work. The Fund empowers scholars to conduct innovative research in their chosen fields, so as to foster the rapid growth of young scientific and technological talents, cultivate a number of outstanding academic backbones with the potential of being active in the frontier of science and technology internationally, and contribute to building national strength in science and technology.

Part 2. Support

Soochow University sincerely invites global talents to apply for the 2024 NSFC Excellent Young Scholars Fund (Overseas) in the name of Soochow University. Selected candidates will enjoy comprehensive and diversified supports by the university.

2.1 Support of Soochow University

2.1.1 Positions and Pays:

① Position: Distinguished Professor, permanent position, doctoral advisor.

②Title: Professor.

③Pay: Not less than RMB 800,000 annually (pre-tax, including basic annual salary and other benefits); performance related rewards without cap (RMB 20,000-200,000 in general); tailor-made for those who are particularly excellent.

④Relocation and personal subsidy: Not less than RMB 5,000,000(including subsidies provided by the national and local governments); free transitional flat for 2 years; travel subsidies after enrollment.

⑤Research support funding:RMB 1,000,000 – 3,000,000 sponsored by NSFC, and the university will provide 1:1 matching funding (RMB 3, 000,000 literally for scholars in Experimental Sciences, Engineering and Medicine). The expenses for large-scale equipment and apparatus can be funded as needed by the university.

●Selected candidates in the name of Suzhou Medical College of Soochow University will be provided by the College with additional supports, including an increase of RMB 500,000 in relocation and personal subsidy, and an increase ofRMB 1,000,000in research support funding.

●Selected candidates in the name of the affiliated hospitals of Soochow University (the First Affiliated Hospital of Soochow University, the Second Affiliated Hospital of Soochow University, Children’s Hospital of Soochow University, and the Fourth Affiliated Hospital of Soochow University) will be provided by the hospital with a pre-tax annual salary of not less than RMB 1,000,000, a relocation and personal subsidy of not less than RMB 6,000,000 (including subsidies provided by the national and local governments), and a research support funding of RMB 5,000,000.

2.1.2 Working Conditions

①Lab Space: Office and laboratory not smaller than 150 square meters.

②Research Team: The university will give full support for establishing research groups, with priority for recruiting young lecturers, post-doctoral fellows and full-time research workers. No limit in the number of post-doctoral fellows recruited.

③Enrollment Target: The university will give high priority to recruiting students by successful candidates. Every year, 1 doctoral student and at least 2 masters students can be recruited. Additional supports can be provided by schools according to actual conditions.

2.1.3 Living Support

①Transitional accommodation:Fully decorated short-term accommodation, or 24-month-subsidy for renting. Selected candidates can also apply for “Easier Settling Renting” project funded by the Suzhou Municipal government, so that the total subsidy for renting can be up to RMB 6000 per month.

②Family security: Support to offer jobs for spouse and school admission for children. Apart from the quality education of affiliated kindergarten, primary and middle school, the university also aligns across the whole city to meet the requirements of high-quality school admission.

③Medical service: Four affiliated hospitals provide top quality medical service. Among them, the First Affiliated Hospital of Soochow University has ranked 1st in the city level hospital competitiveness list for ten consecutive years. In 2022, it ranked 32nd among the list of China’s top hospitals.

*Special note: Those shortlisted but not ultimately selected, after evaluation from the university, can be also hired as Distinguished Professor Elite Talent (professor, doctoral advisor, permanent position) with competitive salary packages and relevant supports.

2.2 Local Programs

Selected candidates are given priority in terms of applying for various talent programs. Successful applicants can enjoy stacked-up benefits according to relevant regulations.

Part 3 Applicant Requirements

1. Abide by the laws and regulations of the People’s Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

2.Born not earlier than Jan 1st, 1984;

3. Hold a doctoral degree;

4. Focus on Nature Sciences, Engineering Technology, etc.;

5. The applicant should in general have a formal teaching or research position in an overseas university, scientific research institution or corporate R&D department with 36 months of consecutive working period from obtaining the doctoral degree till April 15th 2024. For those who obtained an overseas doctoral degree and with particularly outstanding achievements, the requirement for working period can be relaxed to a proper extent;

6. Having demonstrated scientific or technological achievements recognized by peer experts, and have the potential to become an academic leader or outstanding talent in related fields;

7. The applicant has not yet returned / come to China to work full-time, or has returned / come to China to work after January 1st, 2023. After being notified of the grant of funding, the applicant shall resign from the position overseas and work full-time in China for at least 3 years.

*Requirements for limited programs

The Fund shall comply with the requirements of the national-level talent program alignments. The applicant can only take one program of national-level science and technology talent at the same level. The applicant cannot apply for any talent program lower than his/her current talent level.

Part 5 About Soochow University

The city of Suzhou has been known as the “Heaven on Earth” for centuries.
