優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。

The Excellent Young Scientists Fund Program (Overseas) funded by National Natural Science Foundation of China (hereinafter referred to as NSFC) aims to encourage outstanding overseas young scholars in natural science, engineering, and related fields to work in China. The fund holders are encouraged to choose their own research directions for innovative study, promoting the rapid development in young scientific and technological talents.The program seeks to cultivate a substantial number of promising academic commanders capable of leading the frontier of global science and technology, thereby contributing to the construction of a strong science and technology nation.

一、申請條件 Application Requirements

以下條件以《2024年國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)項(xiàng)目指南》為準(zhǔn)。

1.遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時(shí)代科學(xué)家精神；

2.出生日期在1984年1月1日（含）以后；具有博士學(xué)位，研究方向主要為自然科學(xué)、工程技術(shù)等；

3.在取得博士學(xué)位后至2024年4月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求；

4.取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

5.申請人尚未全職回國（來華）工作，或者2023年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作，全職回國（來華）工作不少于3年。

*限項(xiàng)要求：執(zhí)行中央有關(guān)部門關(guān)于國家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請。

The following conditions and requirements refer to the 2024Guidelines.

The candidate should:

1.Abide by the laws and regulations of the People's Republic of China and observe academic integrity and ethics.

2.Be born after January 1, 1984 (inclusive) and hold a doctoral degree in  natural science, engineering technology, etc.

3. By 15 April 2024, have obtained a formal teaching or research position in an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months since the grant of a doctoral degree. For those who have particularly outstanding achievements, the work experience restrictions can be negotiated.

4.Have acquired scientific research or technological achievements recognized by peers experts as a potentialacademic leader.

5.Be currently based overseas or start full-time employment in China no earlier thanJanuary 1, 2023. Upon receiving the funding notification, the applicants must have a minimum 3 years full-time employment in China. Simultaneously, the applicants must quit from  current overseas positions.

*Restriction: NO other national scientific and technological talent programs at the same or higher level shall be undertaken by the applicant.

二、政策保障 Salary and Benefits

依托我校申報(bào)并入選國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）人員：

1.享受國家提供的一次性生活補(bǔ)助50萬元。

2.聘為蘭州大學(xué)三級“萃英學(xué)者”，按照標(biāo)準(zhǔn)提供國家工資+每年50萬元的績效工資。

3.在第一個(gè)聘期內(nèi)提供10萬元/年的特殊崗位津貼。

4.以實(shí)報(bào)實(shí)銷的方式，提供住房補(bǔ)貼80萬元、安家費(fèi)30萬元。

5.在國家自然科學(xué)基金委資助經(jīng)費(fèi)（100-300萬元)的基礎(chǔ)上，學(xué)校提供1:1配套科研啟動費(fèi)。

6.聘任為蘭州大學(xué)教授（事業(yè)編制），博士生導(dǎo)師。

7.每年提供至少1個(gè)博士研究生、2個(gè)碩士研究生名額。

8.支持根據(jù)學(xué)科特點(diǎn)和發(fā)展需要，組建學(xué)術(shù)創(chuàng)新團(tuán)隊(duì)。

9.在人才引進(jìn)、博士后選聘等方面給予適當(dāng)傾斜，博士后招聘不受數(shù)量限制。

10.積極推薦申報(bào)甘肅省領(lǐng)軍人才第二層次、“隴原人才服務(wù)卡”等。

11.三所三甲醫(yī)院，暢通高層次人才醫(yī)療保健“綠色通道”，提供優(yōu)質(zhì)醫(yī)療服務(wù)。

12.附屬幼兒園、小學(xué)、中學(xué)，擁有優(yōu)質(zhì)的子女基礎(chǔ)教育資源。

13.可申請租住人才周轉(zhuǎn)公寓，拎包入住，溫馨家園。

14.人才辦、學(xué)院提供一對一“配送式”暖心服務(wù)。

Those who apply for and get admitted into the program through Lanzhou University will:

1.Be paid a state-funded one-time living allowance of RMB 500,000.

2.Be appointed as a third-grade Lanzhou University“Cuiying Scholar”, together with a standard state-funded salary plus  extra RMB 500,000 per year in merit pay.

3.Be paid a special post allowance of RMB 100,000 per year during the first employment period.

4.Be provided with housing subsidy of RMB 800,000 and a settling-in allowance of RMB 300,000 on a reimbursement basis.

5.Be granted a research start-up fund of the same amount with that of NSFC .

6.Be appointed as  full-time professor and doctoral supervisor of Lanzhou University .

7. Play as supervisor of  at least one doctorate candidate and two master candidates each year.

8.Be encouraged to set up academic innovation teams for academic advancement.

9.Be given priority in the recruitment of team members and postdoctoral research-fellows, etc. There is no limit on the number of postdoctoral candidate recruitment.

10.Be supported to apply for the second level of leading talents in Gansu Province, as well as holders of “Longyuan Talent Service Card”.

11.Enjoy the convenient and high-quality medical service provided by three top-level university hospitals.

12.Full access toaffiliated kindergarten, primary school, and middle school of high quality.

13.Be eligible to apply for a fully furnished temporary apartment.

14.Enjoy one-on-one caring and convenient service from both the Office for Talents and the school  where you work.

Currently, the university has a total of 3,052 teaching and research staff, including 23 academicians (including part-time), 72 individuals selected for national talent programs, 24 distinguished professors under the Chang Jiang Scholars Program, 31 recipients of The National Science Fund for Distinguished Young Scholars, 4 individuals selected for the National Cultural Celebrity and “Four Batches” Talent Project, 11 individuals under The National People’s Ten Thousand Talents Program, 6 recipients of the National Teaching Master Award, 11 individuals under the Ministry of Science and Technology’s Innovation Talent Advancement Program, 25 young scholars under the Chang Jiang Scholars Program, 32 recipients of the NSFC Excellent Young Scientists Fund, and 3 outstanding young talents under the Shen Nong Young Talent Program.

Lanzhou University was among the first batch of universities selected for the National University Student Innovation Program and is one of the 19 universities implementing the Elite Student Development Program for Fundamental Disciplines. First-class Disciplines

 Chemistry, Atmospheric Sciences, Ecology, and Agronomy at the university are supported by the Double First-class Program. Currently, there are 27 doctoral degree-granting first-level disciplines, 47 master's degree-granting first-level disciplines, 3 doctoral professional degree-granting categories, and 24 master's professional degree-granting categories, covering 12 academic categories. The university is one of the institutions with the authority for autonomous degree authorization review. There are 23 postdoctoral research mobile stations.

The university has 8 national key disciplines and 2 national key (cultivation) disciplines. Specifically, Chemistry, Physics, Material Science, Earth Science, Botany and Zoology, Mathematics, Engineering, Biology and Biochemistry, Environmental Science and Ecology, Clinical Medicine, Pharmacology and Toxicology, Agricultural Science, General Social Sciences, Computer Science, Molecular Biology and Genetics, and other 15 disciplines have entered the top 1% in ESI, with Chemistry ranking in the top 1‰ .
